It was the capital of the first and most important and powerful Rakhine (Arakanese) kingdom, reigning from 1430 to 1785. The area itself is not that large, about 7km squared, but within that area are more than 200 different temples, monasteries and monuments.

It is located within a number of rivers and is 11k from the Kaladan River; thus, the nearby areas are covered by marsh and mangroves. Because of its proximity to rivers and the sea, the area was instrumental in trade routes and exposed to different religions and cultures. The closest trade port was in the Bay of Bengal, so the area teemed with Asian and Persian traders as well as traders from Portugal, Netherlands and Dutch East India Company.

Because of the wealth brought in from trade and rice production, the kings were able to build many pagodas and temples such as the Shite-thaung Temple and the Kothaung Temple. During those early days, there were few other religious buildings of other faiths in the area, such as mosques or Roman Catholic churches
